Development Worker reporting to Supervising Engineer. Duty Station: Bosaso - PuntlandFUNCTION: The Community Development Worker will be responsible for the implementation of NRC shelter activities of improving temporary shelter for IDPs with a strong focus on community mobilization and sanitation & hygiene awareness in NRC’s areas of operation of Bosaso.
Norwegian Refugee Council wishes to recruit one qualified Community The Community Development Worker will carry out assessments and implement shelter and emergency related activities affecting IDPs through community mobilization and coordination with concerned stakeholders. TASKS§ Conduct needs assessments for effective planning and implementation§ Ensure that improving temporary shelter, emergency response or other activities are implemented in accordance with NRC norms and standards, as well as budget lines and limitations§ Establish contacts with the other actors including IDPs, host community and local authority§ Organize and lead effective response during emergencies by distribution of temporary shelter or NFIs while ensuring community participation§ In close collaboration with the Supervising, coordinate NRC’s activities with shelter cluster, UN Agencies, International NGO, local authorities and other relevant stakeholders in Bosaso. § Represent NRC in the community meetings, Shelter or emergency response meetings as delegated by the Supervising Engineer or PM shelter.§ Act as the link person between the community, NRC and local authorities by establishing a better working relationship.§ Prepare reports as required internally by NRC as well as relevant donors§ Complying and ensuring compliance with set organizational values and regulations.EDUCATION & PROFESSIONAL BACKGROUND§ Degree/Diploma in social work or community development or related field of study§ Experience in community mobilization, sanitation and hygiene awareness trainings§ Experience of working with refugee/IDP related issues is an asset § Experience with INGO field work in a difficult security environment, including in coordination with government, INGO and UN agencies§ Experience in project planning, documentation and reportingESSENTIAL SKILLS§ Significant understanding of complex emergencies and crisis contexts with Political and cultural awareness and experience of working in Somaliland§ Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress§ Proven communication, interpersonal, representation, advocacy and negotiation skills§ Fluency in English and Somali language§ Understanding of human rights and protection issues and experience with implementation of rights based projects § Report writing and Computer skills are very essential§ Human Rights & Humanitarian principles§ Project Cycle Management PERSONAL QUALITIESA flexible and creative goal oriented and visionary team player with a strong sense of time management.
