Program OFFICER                   JOB REF: SUD/EX001


CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

  

  


CARE is looking for a suitable candidate to fill the position of Program Officer to provide efficient and effective programmatic, institutional and technical support for VETABE project in Puntland.


Responsible for overall project implementation in Puntland, major responsibilities include as detailed below;

I. JOB SUMMARY 


In all management responsibilities, the PO reports to the Project Manager. Where there is no Project Manager, the PO reports directly to the Sub-Office Coordinator,

assist the Project Manager in the design, management, implementation, monitoring and evaluation of the NFE component of the VETAPE Project
Represent CARE education activities externally with the relevant technical departments at district level and in collaboration with the Project Manager, at Regional level.
Act as a member of the Project team, and to participate in the development of CARE strategy and policy at the Project level, in the specified technical area.
 

QUALIFICATION AND EXPERIENCE
The incumbent is expected to have:-

Degree in relevant field of study
At least four years of experience in managing and supervising TVET related projects/activities
Conceptual understanding and practical experience of linking TVET with employment opportunities and livelihood development
Strong report writing skills in English
Proficiency in computer applications
Knowledge and experience of project cycle management including stakeholder participation in project appraisal, monitoring and review
Interest and readiness to travel
Knowledge of the project area
 

Responsibilities
R1. VETAPE Project

Prepare project EBTVET project activity action plans in consultation with local implementing partners and host training centres
Take part in identification process of local NGO partners and host training centres to implement EBTVET activities
Conduct assessments of various nature related to the project including assessment of the capacity of EBTVET trainers and managers etc. together with other experts or alone as appropriate
Provide technical support to partners and EBTVET centres to apply appropriate project implementation approaches as indicated in the action of the project, utilising appropriate and relevant skills training curricula and linking training with employment opportunities
Participate in development of EBTVET quality monitoring system and follow up the implementation of the system by the EBTVET partners and Centres
Document best practices and lessons learnt from implementing the EBTVET project activities by CARE and ensure that it’s reported to the Lead Agency.
Identify operational/technical and management problems arising during the implementation of the EBTVET project activities by CARE and its other implementing partners including host trainers to the responsible line manager in the organisation and ensure that timely action is taken.
Perform other duties as instructed by his/her immediate supervisor.
R2. Management:

Assist the management of all Project development and activities, personnel, resources and assets under the Project, as defined by the Project Manager.
 

To promote a team approach to work and management among the Project staff as well as sub-office support staff, through regular meetings and communications.
 

To assist in the planning, Projectming and supervision of the work of staff for whom he/she is responsible, and where relevant for their training and skills development.
 
R3. Reporting:


To maintain regular contact with the Project Manager, and to provide regular and periodic reports on technical & Project activities, as requested by the Project Manager.
 
To assist all donors reporting requirements related to the Project and grant budgets for which the Project Manager is a budget holder, are produced as per the donors schedule and standard.
 
R4. Financial Management:


To assists the Project Manager in budget preparation, monitoring, review and control of expenditures against budget.
WORK CONDITIONS
 
Requires extensive traveling within Puntland and Somali land
