The Garowe Teachers' Education College (GTEC) is a teacher training institution based in Garowe


 

 the capital of Puntland.
The core business of the college is the training of primary and secondary teachers through two-
years college-based pre-service programmes. The college also implements a school based teacher
training and capacity building in-service program. In Addition to teacher training, the college
offers a one year academic improvement foundation for girls and gives them a second chance to
re-sit the form four final examinations.


Purpose of Position
To fulfil its core finance and administrative duties and responsibilities two key aspects of its
quality management, GTEC seeks qualified and experienced applicants to be interviewed for the
position of Administration and Finance Officer.
The Administration and finance office is a management position and the occupier of the office
provides technical and administrative support to all the staff for the overall running of the college.


The duties and responsibilities of the admin and finance officer is to maintain an efficient and
effective finance department and operational accounting system for the college with proper
financial document and reports. The Admin and Finance officer is also responsible of maintaining
up to date records of all the movable and immovable assets of the college.
Additional duties include management and monitoring of non teaching staff and ensuring all new
support staff are adequately inducted in their positions upon hire emphasizing on their rights,


duties and responsibilities. As a member of the College Executive Committee, the Admin Finance
officer is expected to attend Board meeting and to prepare all budgets for approval by the Board
Duties:


Act as a focal point for all administrative matters associated with the college activities as

instructed by the executive committee.
Ensure smooth functioning of the college by providing all required support services and

equipment
Assist in solving problems concerning the college management.

Support other technical aspects of college activities and management.

Maintain a sound financial system in order to ensure that the college finances are secure

and maintained in an accurate and timely manner.
Prepare and ensure all the supporting documents are available in accordance with college

financial rules, procedures and approved budget lines.
Administer the college payroll for salary payments and allowances, communication

expenses, transportation, travel arrangements and others as delegated by the Board.
Organize filling and maintain records in accordance with college standard filing system.

Prepare monthly and quarterly financial reports.

Prepare and maintain contracts

Guide and assist the auditing process of the college as required

Maintain an up to date inventory of college assets and up to date inventories.

Ability in editing, designing and producing high quality standard reports.

Carry out any other duties as requested by the college executive committee.

Required Knowledge, Skills & Abilities
The Admin/Finance Officer should possess
• Bachelor in Business Administration (Accounting / Finance preferred)
• At least 3-5 years proven experience in handling administrative and finance tasks.
• Familiar with accounting computer programs (Quick Book) and proficiency in the use
of MS Offices Programs(MS-Word, MS-Excel, MS-Access)
• Analytical skills with good judgment and a capacity to follow up issues independently
with less supervision
• Excellent English communication skills, both oral and written, including ability to
interact with both internal and external organisations
• Ability to learn fast and strong spirit of teamwork.
• Ability to multi task in a team environment
• Pleasant and well-organised personality
• Prior experience of having worked in the NGO sector in a similar position will be a key
advantage
