 Terms of ReferenceJob Title: Programme OfficerReporting to: Programme Manager Institutional Development, Africa. Contract of employment: one year (renewable depending on performance and availability of funding).
The Programme Officer will take responsibility for CfBT’s current ICDSEA (Integrated Capacity Development for Somali Education Administrations) Programme in Puntland, which focuses on institutional development. The post will include, but will not be restricted to, the following:1. Key Responsibilities Work very closely with Ministry of Education to ensure CfBT activities are undertaken in partnership and within national policies Responsible for liaison, professional development and coordination of MoE officials in the programme. Work with the programme consultants and other staff assigned to support programme activities and support them in planning, implementation and reporting. Ensure effective logistical support of all CfBT consultants and staff and is responsible for day-to-day support of the programme in Somaliland. Liaise and network with other educational institutions, clients and partners (government and non-government) as required by the programme. Monitor the work of the partner throughout the entire project cycle (planning, execution, measuring, evaluation and learning). Participate in the process of the strategic planning of the programme and attend coordination meetings on behalf of CfBT as directed by the Manager Maintain own professional development
2. Knowledge, Skills and Experience University degree, preferably in any of the following fields: Sociology, Education or any other relevant development related discipline. Experience in the planning, formulation, monitoring and assessment of programs and projects in an intergovernmental organization context. Sound knowledge of education policies, strategies and practice at both national and international levels Experience of working and partnering with ministries, donor agencies and international NGOs and an understanding of sector wide approaches Experience of designing, managing and providing support to Programmes, including capacity/institutional development on gender mainstreaming and girls’ education participation, strategic planning and policy development, financial management, human resource management and organizational development. Good administrative, planning, managerial, accounting knowledge and organisation skills. Excellent communication, interpersonal relations and computer skills. Fluency in written and spoken English and good Report writing skills. Experience of working in Somalia or other post-conflict environments 3. Working Conditions Availability of dedicating some week-ends, especially when travelling on projects visits (working day recoverable) Salary: According to the CfBT country salary scale.
