Save the Children has a long history of engagement in Somalia and in Somaliland stretching as far back as 1954. In more recent times (since 1992) Save the Children UK has maintained an operational office in Hiran Region in what is now called the Central South Zone of Somalia (CSS). Since 2000, both Save the Children Denmark and Save the Children UK have been working in Somaliland. 

In 2004, Save the Children UK established an office in Puntland State in response to the Tsunamis and continues to undertake programmes from this office while Save the Children Denmark in Puntland works through partners. In the past two years Save the Children Finland has been financially supporting the work of both Save the Children Denmark and Save the Children UK in Somalia/Somaliland.

 

As part of the Global Save the Children Alliance ‘Unified Presence’ initiative, Save the Children Denmark, Save the Children Finland and Save the Children UK programmes in Somalia/Somaliland had unified on January 2010. By unification the three organizations had created one single Save the Children organization in Somalia/Somaliland which has a substantial and effective portfolio of programmes that will promote the rights of children to health, nutrition, livelihoods, protection and education.

JOB PURPOSE:

Save the Children is seeking a qualified and committed individual to join the Save the Children Puntland team as a Project Officer for the Karkar Livelihoods & Skills Development Action (ALSDA) project to be undertaken in Karkar region.


Based in Gardo, the Project Officer will be a full-time member of Save the Children Puntland team and will play a crucial role in the management of the ALSDA project in the region.  The Project Officer will report to the Project Manager.


KEY ACCOUNTABILITIES:

The Project Officer will undertake a number of duties and responsibilities, including:

•    The Food Security & Livelihoods Project Officer (PO) will be the key frontline staff of SC, UK in the field with direct project implementation and representation responsibilities.

•    S/he must ensure that the other team members, partners and communities are apprised and familiar with the objective and purpose of the project and its planned interventions.

•    Manage the implementation of the day to day operations of all Food Security and Livelihoods interventions, especially Cash for Work (CFW) activities in the field, as specified in the action plan, based on the proposal.

•    Co-ordinate with colleagues from other sectors for meaningful integration to achieve optimum impact of the project.

•    Support to enhance Food Security for all the targeted population with special reference to children and women.

•    Support to restore and rebuild the locally appropriate livelihoods of the specific targeted population.

•    Adhere to the targeting principles of the Food Security and Livelihoods component of the project in the designated area.

•    Contribute to the sustainability of the project by developing effective partnerships with project partners, communities and building their capacity to sustain and improve quality of life in general and Food and Livelihoods Security in specific.

•    Monitor and report progress of the Food Security and Livelihoods interventions as per agreed and developed indicators.

•    Comply with the minimum standards of humanitarian response are maintained in accordance with the SPHERE charter and the concept of do no harm.

•    Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.

•    Comply with the Standing Financial Instructions (SFIs) and other established policies, plans and procedures within the criteria set.

•    Ensure implementation of planned Cash For Work (CFW) interventions, as per the budgetary standards and procedures  set out in the project

•    To liaise with other actors active in the sector of Food Security and Livelihoods, and partners working in the area of intervention including local authorities, other agencies like WFP or local NGOs.

•    Develop detailed activities plans and the carrying out of surveys, assessments and evaluations in the field as per the requirement of the project.

•    Account for SC UK’s assets and interests and safeguard from loss arising from fraud, waste, weak administration and poor value for money.

•    Comply that all transactions that might have a financial consequence are legal, taking professional advice where appropriate.

•    Prepare monthly reports as per SC (UK) requirements.

•    Any other duties as required by the project manager.

PERSON SPECIFICATION:

Save the Children is actively seeking a candidate who is committed to its mission and vision. In particular, Save the Children will be seeking a candidate who has:


•    Secondary education certificate and University Degree in the relevant Food Security and Livelihoods sector like agriculture, nutrition or a related field.

•    A minimum of 2 years professional experience in the Food Security and Livelihoods sector is required, preferably with a strong orientation towards institutional capacity building. Preferable with NGOs.


•    Knowledge of project cycle management with participation in project implementation and monitoring.

•    Reasonable understanding of recovery and development issues particularly in relation to women and children.

•    Good written and spoken English

•    Ability to support other staff and work in a team.

•    Computer literacy.

•    Commitment to and understanding of Save the Children’s aims, values and principles.
