Puntland Programme, is seeking a qualified and experienced Somali National to fill the following position.
Project Officer Position: Project Officer Duty Station: Baran Number of post: 1 post Starting Date: Immediately Duration of Contract One year with possibility for extension Reports to: Deputy Program Manager, DRC Puntland
Job Summary This position will coordinate the implementation of the Emergency Drought Response Programme in Sanaag. In particular, the person will be responsible for supervision and implementation of Cash for Work Schemes, environmental impact assessments of the identified schemes, construction of water extension kiosks, animal water troughs, water berkads and rehabilitation of boreholes and shallow wells.
Key Responsibilities• Identify schemes for Cash for Work interventions • Conduct environmental impact assessments for the identified schemes• For identified schemes o Conduct technical assessments and prepare designs and BOQs for new and rehabilitated projects as appropriate. o Provide technical inputs and facilitate communities in developing sub-project proposal according to standard eligibility criteria.o Empower communities with sufficient information on cost efficient technical designs and options for them to prioritize projects.o Supervise all contracted and directly implemented works to ensure adherence to contract specifications and / or specifications and completion dates.o Where applicable, issue written site instructions for remedial work and completion certificates to facilitate payments to contractors.o Prepare labour contracts in standard format and /or fill daily attendance register to facilitate labour payments as appropriate.o Make timely requests for material supplies and labour payments as per the BoQs and labour contracts. o Establish individual project information records to include materials supply, payments and contract documents for monitoring and evaluation purposes.o Establish and maintain an updated list of common materials prices including construction unit rates.o In close collaboration with immediate supervisor, prepare individual quarterly, monthly and weekly work plans for periodic reviews and adjustments to meet the overall program targets.• Supervise and manage the execution of the Cash for Work schemes .
Qualifications: • Have a qualified university diploma in construction and rehabilitation of community based infrastructure• Experience in the use of rural appraisal tools.• Experience of supervisions of construction and rehabilitation of community based infrastructure • Experience in management and supervision of Cash for Work Schemes will be an added advantage• Good command in spoken and written English as well as Somali• Previous experience in a similar position is preferable• Good communication and negotiation skills• Physical ability to use computer DRC has a Humanitarian Accountability Framework, outlining its global accountability committments.
