If successful, you’ll be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.Purpose of the Post: Under the guidance and supervision of the Chief of Field Office, the Programme Specialist (Liaison) will be responsible for the planning, implementation, monitoring and evaluation of assigned programme/project(s) within the regions of coverage. The Programme Specialist will work closely with the Chief of Field Office to oversee UNICEF’s collaboration and support to the Government and other partners based in Garowe.Major duties and responsibilities: • Represent UNICEF Somalia office in official meetings organized by government, UN agencies and other humanitarian actors, interagency co-ordination meetings, participate in sectoral coordination meetings in Garowe. • Collaborate with other UN agencies on the ground preparation of the forthcoming United Nations (UN) Reform; Liaise with government and partners corporate issues from the office. • Work closely with the Ministry of Planning and International Co-operation (MoPIC) and solve all misunderstanding from government ministries and other partners based on the Memorandum of Understanding (MoU) between Puntland State and International Community signed in 2002; Orient and guide counterparts and partners on operational and procedural requirements for partnership with UNICEF; Work closely with other humanitarian actors operating in Nugal and Mudug regions on assessing and addressing the plight of the IDPs and vulnerable groups.• Co-ordinate, facilitate and work closely with partners (line ministries, UN agencies, INGOs and LNGOs/CBOs) on the implementation of UNICEF Somalia programme activities both at government and partner level in Garowe:• Advocate to the government and other partners on the implementation of UNICEF policies on children and women such as CRC, CEDAW, etc. • In collaboration with humanitarian agencies, support and provide technical assistance to HADMA in view to improve its capacity of the emergency preparedness and response (EPR) activities.• Support MOPIC development planning processes to ensure children, youth and women are appropriately participating and adequately reflected in such planning processes.• Collect information on UNICEF programme implementation in the field, analyze and share with the relevant sections for information and action. Support surveys, studies and evaluations conducted• Advise and help coordinate best course of action on social policy development and social budgeting. Qualifications, Experience and competencies • Advanced university degree in Social Sciences, particularly of interest studies in statistics, public finance, development project & programme management or related technical field. (Candidates who may not have relevant academic qualifications but possess strong relevant experience will also be considered).• Five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, in a related field.• Knowledge of the latest developments and technology in related fields.• Analytical, negotiating, communication and advocacy skills.• Supervisory and managerial skills.• Leadership and teamwork abilities.• Computer skills, including internet navigation and various office applications.• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
