Position: Two Technical Advisers to the Ministry of Public Works, Puntland Duty stations: 1. Garowe with responsibilities for Garowe and Galkayo; 2. Bossaso with responsibilities for Bossaso and Gardho Positions will entail regular and extensive travel to districts indicated above. Date of Issue: 7th July 2010 Closing Date: 21st July 2010
Contract Duration: Initial two month (with likely extension for further period of 6 months)Background Puntland Government has committed to decentralized local governance and service delivery. In partnership with its development partners the Government is committed to efforts to improve local governance and service delivery and is working with the UN Joint Programme on Local Governance and Decentralised Service Delivery (JPLG) for Somalia to bring together and strengthen these efforts. The JPLG is a 5-year programme developed by ILO, UNCDF, UNDP, UN-HABITAT and UNICEF designed to support the establishment and strengthening of local government bodies in Somalia. The Joint Programme pursues a comprehensive capacity development approach with complimentary funding for priority local government service delivery projects. With its mandate over public works in Puntland the Ministry of Public Works, in collaboration with ILO, will support the capacity development for public works and services delivery under the JPLG, and will coordinate the involvement of the other technical line ministries including Health and Labour, Education and Water. To support the Ministry in its role in coordinating the implementation of service delivery projects within the target JPLG districts, the Ministry seeks to engage two technical experts in local government public works and service delivery. Specific functions and responsibilities Reporting to the Director General Public Works; with technical backstopping from ILO Technical Adviser, the Technical Advisers will: Representation 1. Act as focal point and liaison between the JPLG and the Ministry of Public Works vis-à-vis the works and service delivery projects funded through the JPLG. 2. Act as focal point between the district councils (DCs) and the MOI Interior vis-à-vis the works and service delivery projects funded through the JPLG. 3. Act as focal point between the MOPW and other technical/sectoral line ministries vis-à-vis the works and service delivery projects. 4. Participate in JPLG committees and working groups.
Capacity Development 1. The MoPW Technical Advisers will have two primary responsibilities working under the direction of the ILO Technical Adviser: a. To develop and implement a capacity development Programme for local district council’s public works departments specifically to design, procure through outsourcing, supervise, monitor and certify works. This will involve carry out on-the-job training and mentorship of district engineers in: i. Project planning, preparation of designs and cost estimation of prioritized works. ii. Preparation of tender documents; evaluation of bids and preparation of recommendations for the District Tender Committee; iii. Contract management including preparation of certification of quality of work against set standards and specifications and preparation and verification of payment certificates. b. To build the capacity of the Ministry to undertake its role in decentralized service delivery and establish systems to allow Ministry to play this role.
Management and Coordination 1. Provides technical guidance and advice to the selected district councils, DCs, under the JPLG on the project management cycle, the procedures and tools to support the process. 2. Ensures the DCs compliance with set procedures in the project cycle i.e. planning, prioritization, design, technical standards and specifications, procurement and implementation, monitoring, reporting and evaluation. 3. Liaises and co-ordinates with other government departments and other development partners operating complementary activities and interventions to optimize synergies and feeds back to the UN JP partners and PCU. 4. Investigates and recommends on bottlenecks as well as new areas of possible intervention based on the local dynamics, evolving context and needs. Knowledge management and sharing 1. Support DCs in gathering and recording empirical data from the districts to support future planning and approval processes. 2. Collates best practice and experiences, and stimulates sharing of information between participating agencies and partners, and government counterparts.Functional Competencies: 1. Ability to develop and implement training and mentoring for technical public works personnel. 2. Ability to provide advice on procedures develop guidelines and training materials, recommend on alternative courses of action, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development. 3. Ability to monitor and evaluate projects cycles, produce reports (e.g. reports, technical guidelines, training manuals) 4. Substantive knowledge on Programme/project formulation and management, organizational/institution capacity building, governance and service delivery, procurement. 5. Demonstrated strong co-ordination and facilitation skills 6. Strong communication skills (oral and written) 7. Strong analytical skills 8. Results oriented, flexible and problem-solving skills 9. Demonstrate integrity by modeling the UN values and ethical standards 10. Promote the vision, mission, and strategic goals of ILO 11. Display cultural, gender, religion, race, nationality and age sensitivity and adaptability Recruitment Qualifications Education: A degree in a branch of civil engineering; with a strong background in public works delivery at local level. An additional qualification in project management, local government procurement a significant plus.
Experience: At least 5 years of experience in public administration, local government service delivery, public works delivery and management, public and private sector development and local economic development work. Work experience in Somalia or in post conflict countries and/or in the Horn of Africa an advantage. Proven experience in developing and nurturing the capability of others. A proven leadership and managerial capability in the context of collaboration with administrative structures of developing countries. Demonstrable ability to manage projects, administrative and accounting systems at distance through the use of ICT. Willingness to travel and work in volatile environments where the Programme’s main activities are located.Language Excellent command of Somali written and spoken; Excellent command of written and spoken English.
