Horn Relief will only respond to short-listed applicants. | ORGANIZATIONAL BACKGROUND Horn Relief is an African based international development and humanitarian organization that aims to improve the lives of those who are living in marginalized areas in the Horn of Africa. We strengthen rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Horn Relief works in the following sectors: food security and livelihoods, natural resource management education (formal and non-formal), water, sanitation and hygiene (WASH), and humanitarian programs, and sources its funding mainly from institutional US and European donors as well as from multilateral donors such as the UN. This proposed project intends to provide a number of livelihood opportunities to households within the project area, and allow them to participate in one or more aspects of the project depending on their choice and their situation. By providing an income stream (cash relief) to households who are unable to work, and providing local livelihood opportunities in the form of livelihood support grants, it is hoped that targeted households will be in a better position by the end of the project, to not only address their immediate food security needs but have a stronger, more viable livelihood base. PROJECT SUMMARY Disaster risk reduction will also be an underlying theme of this project as well as a major component of this project. Given the high risk of disaster in the project area, awareness sessions will be provided to the whole community on ways to mitigate the potential effects of drought and other livelihood-related disasters. Given the described situation, this project aims to strengthen the livelihood capacity of affected communities and support increase in household income levels as a means of addressing food insecurity in Sanaag and Karkaar region. The overall objective of this intervention is therefore to reduce community vulnerability to chronic food insecurity in the operational areas of Horn Relief (Sanaag Region) and Save the Children UK (Karkaar Region) in the northern regions of Somalia/ Somaliland. GENERAL DESCRIPTION OF THE ROLE The Community Mobilizers will report to Social Safety Net Project Officer and will be based in Badhan. They will work to assist the Cash Relief, Cash Grant, Disaster Risk Reduction and Monitoring and Evaluation activities of Social Safety Net project. DUTIES AND RESPONSIBILITIES - Conduct Program awareness community meetings at the beginning of the project in project targeted communities
- Organize community public meetings and facilitate VRC selections
- Assist VRC members to develop selection criteria and identify project beneficiaries in the targeted communities.
- Conduct beneficiaries verification in the project targeted communities
- To assist in the production and distribution of beneficiary identification cards
- Provide the necessary information on location, date and procedures of cash payment to targeted beneficiaries
- Conduct regularly monthly community meetings in the project targeted communities
- To encourage and stimulate community members to organize for action aimed at solving their problems and to plan, implement and monitor action that they define themselves
- To assist Project Officer to verify the suitability of livelihood options, with a market assessment in the targeted communities
- Provide Non-Formal Education Courses (literacy/numeracy) with a written manual of information (in Somali language) to project beneficiaries
- Facilitate the process of the monthly/weekly community meeting on the disaster risk reduction strategy management conducted by Community trainers
- Conduct data collection and data entry on all monitoring activities of the project
- Be involved in the weekly analysis of the monitoring data
- To develop trust, tolerance and co-operation among beneficiary community members;
- To encourage and stimulate full participation by all community members; with special attention to those who are usually forgotten, women, marginalized and overlooked in community decision making
- To assist the community members in developing their own capacity and strength
- Any other duties as directed by your supervisor or the Project Manager.
SKILLS AND QUALIFICATIONS NEEDED - Secondary school leaving certificate
- Experience working in community mobilization
- Ability to read and write in English as well as the national language
- Computer skills, with focus on word processing and excel
- Strong morals viz. honesty, transparency, generosity, altruism and respect
- Experience in working in harsh environment an added advantage
· Strong interpersonal skills and ability to establish and maintain effective working Relations in a team. APPLICATION PROCESS The application deadline is 10th August ,2010.
